Spain and Catalonia confront worsening drought as Europe’s water crisis spreads across farms, rivers and cities
Europe is entering another summer of severe water stress, with drought spreading from Spain towards Finland as record heat accelerates evaporation, dries soils and places growing pressure on rivers, lakes, farms, forests and communities across the continent.
Months of below average rainfall combined with exceptional temperatures have produced conditions that scientists say are intensifying agricultural and ecological drought. The crisis is particularly visible across southern and western Europe, but increasingly extends into northern regions as well.
World Weather Attribution said the period between April and June brought widespread rainfall deficits from Portugal to southern Finland. Successive heatwaves then increased evaporative demand, removing moisture from soils, vegetation, rivers and reservoirs faster than normal.
The organisation’s assessment found that extreme soil moisture deficits became substantially more likely because of climate change. Depending on the region and measure, comparable conditions were several times more probable in today’s warmer climate than under earlier temperature conditions.
That combination is transforming drought from a seasonal agricultural problem into a broader water-security challenge. Farmers are confronting damaged crops, authorities are restricting non-essential consumption, and industries dependent on reliable water supplies are facing increasingly difficult operating conditions.
France is among the countries feeling the agricultural consequences, with maize production suffering after persistent dryness and heat. Romania is also reporting severe losses, while farmers elsewhere are being forced to adapt planting, irrigation and harvesting decisions to rapidly changing conditions.
Water shortages are not confined to fields. Falling levels in rivers and lakes are affecting tourism, inland transport and energy systems, while waterways that normally support major European supply chains are becoming increasingly difficult to navigate during the hottest months.
The Danube is a major concern because it carries freight across much of central and eastern Europe. Persistently low water levels can force vessels to reduce cargo loads, raise transport costs and create delays for businesses dependent on predictable river connections.
Wildfire risk has risen alongside the drying landscape. Parched vegetation becomes easier to ignite and harder to suppress, while heat and wind can rapidly expand fires. Spain, France and other countries have already experienced losses of land to flames.
European wildfire monitoring data indicate that hundreds of thousands of hectares have burned across the bloc during 2026. The scale highlights how drought, extreme heat and combustible vegetation can combine to turn isolated fires into major regional emergencies.
The consequences extend beyond environmental damage. Fires threaten homes, infrastructure, tourism and agricultural land, while governments must divert emergency resources towards evacuation, firefighting and recovery. Repeated disasters can also increase insurance costs and place additional pressure on public finances.
Europe’s vulnerability is partly rooted in decades of intensive water use, pollution and uneven management. Groundwater reserves, wetlands and natural ecosystems have been placed under pressure, reducing the continent’s ability to absorb prolonged periods of heat and rainfall shortages.
Climate change adds another layer of difficulty because warmer air increases atmospheric demand for moisture. Even where rainfall totals do not collapse dramatically, higher temperatures can accelerate evaporation and leave soils, plants and water bodies significantly drier than historical conditions.
A recent scientific assessment also points to changing atmospheric circulation as an important factor behind European summer drying. Researchers say both circulation changes and thermodynamic warming are shaping the continent’s evolving pattern of drought and increasing water-management challenges.
Against this backdrop, the European Union is relying on its Water Resilience Strategy, adopted in 2025, to strengthen the bloc’s ability to withstand future water stress. The strategy combines environmental protection, efficiency, digitalisation, investment and public participation.
One central ambition is to improve water efficiency across the European Union by at least 10 percent by 2030. The Commission plans to develop common methods and benchmarks while allowing member states to account for different national and regional circumstances.
The strategy contains more than 50 actions, with 30 identified as the main priorities for implementation. These measures cover governance, infrastructure, finance, research, innovation, digital technologies, artificial intelligence and preparedness, reflecting the increasingly complex nature of Europe’s water challenge.
The first pillar focuses on restoring and protecting the water cycle. It seeks to improve water quality and quantity by reducing pollution, limiting excessive extraction and strengthening implementation of existing European rules governing rivers, groundwater, floods and ecosystems.
The second pillar aims to build a water-smart economy. Digital monitoring, data systems and artificial intelligence can help authorities identify leaks, measure consumption, forecast shortages and manage supplies more efficiently, potentially reducing waste across households, agriculture and industry.
The third pillar addresses access to clean and affordable water. The strategy seeks to ensure reliable water and sanitation while encouraging consumers to adopt water-saving habits and choose products and technologies that use less water throughout their lifecycles.
Implementation remains a major test because European countries face different climates, economies and water systems. Measures suitable for Spain may not be identical to those required in Finland, meaning regional planning and cooperation will remain essential.
The European Commission’s action tracker currently lists progress across the strategy’s priority measures, including work towards the 2030 efficiency objective. The challenge is moving from policy commitments to practical investment quickly enough to match the pace of worsening climate risks.
Experts increasingly argue that water resilience cannot depend only on emergency restrictions during droughts. Europe must also restore wetlands, protect watersheds, improve agricultural practices and modernise infrastructure before increasingly severe climate conditions overwhelm existing systems.
Farmers will remain central to that transition because agriculture is among Europe’s largest water users. More efficient irrigation, drought-resistant crops, healthier soils and improved forecasting could reduce demand while helping producers maintain food supplies under increasingly unpredictable weather conditions.
Cities and industries also face pressure to reduce losses. Leaking networks, inefficient cooling systems and outdated infrastructure can waste substantial quantities of water. Investment in modern systems, alongside accurate digital monitoring, could help European economies remain productive while using fewer resources.
Europe’s drought emergency therefore represents both an immediate crisis and a warning about the future. The continent’s response will depend on whether governments can combine rapid conservation with long-term ecosystem restoration, technological innovation and sustained cooperation before water shortages become severe.
