Putin Claims Ukrainian Incursion in Kursk Failed to Halt Russian Advances in Donbas

Speaking from Vladivostok, Putin underscored that capturing Donbas remains Moscow’s foremost goal in the ongoing conflict, initiated with the full-scale invasion in 2022

Vladivostok, September 9, 2024 — In a bold declaration at the Eastern Economic Forum, Russian President Vladimir Putin asserted that Ukraine’s recent incursion into the Kursk region, which has persisted for several weeks, has not achieved its primary objective of slowing Russian advances in Ukraine’s Donbas region.

Speaking from Vladivostok, Putin underscored that capturing Donbas remains Moscow’s foremost goal in the ongoing conflict, initiated with the full-scale invasion in 2022.

The Kursk incursion, described as the most significant foreign attack on Russian soil since World War II, saw thousands of Ukrainian soldiers cross into the Russian border on August 6.

Utilizing drones, heavy weaponry, and artillery—some of which was Western-supplied—Ukrainian forces aimed to shift the battleground and apply pressure on Russia.

Ukrainian President Volodymyr Zelensky framed the Kursk operation as a strategic move to force President Putin to seek peace and establish a buffer zone to shield Ukraine’s Sumy region from further assaults.

Putin’s remarks came as a response to the failure of Ukraine’s 2023 counteroffensive, which struggled to secure substantial gains.

Despite the significant resources devoted to defending the Kursk region, Putin contended that Russian advances, particularly around Pokrovsk, continued to progress effectively.

“The enemy aimed to cause concern and halt our offensive in key areas, particularly in Donbas, which is our main goal,” Putin stated. “Did it succeed? No.”

Kursk Incursion and its Impact

The Ukrainian incursion into Kursk, a region in Russia’s western border, was marked by a coordinated effort involving drones and heavy artillery, some of which was supplied by Western allies.

Ukrainian military leaders, including General Oleksandr Syrskyi, framed the incursion as part of a broader strategy to divert Russian forces from the eastern front, particularly from the crucial areas near Pokrovsk and Kurakhove.

General Syrskyi explained that the incursion aimed to not only draw Russian forces away from the eastern front but also to create a buffer zone to protect Ukraine’s Sumy region and force a shift in Moscow’s military priorities.

However, despite these efforts, Putin claimed that the Ukrainian incursion had not achieved its intended strategic impact.

Putin acknowledged that the Ukrainian attack necessitated a significant Russian military response, including the deployment of well-trained units to defend Kursk.

This redeployment, according to Putin, temporarily weakened Russian positions in other critical areas. Nevertheless, he emphasized that Russian advances, particularly around Pokrovsk, have remained on track.

Russian Counteroffensive and Negotiation Stance

In his address, Putin described Russia’s mission to repel the Ukrainian incursion as a “sacred duty,” highlighting that Russian forces had stabilized the situation in Kursk and were gradually pushing Ukrainian troops out of the region.

This assertion aligns with Moscow’s broader narrative of maintaining a strong defensive and offensive posture despite international criticism and the ongoing conflict’s complexities.

Putin also reiterated Russia’s openness to negotiations with Ukraine, contrasting his current stance with his earlier dismissal of talks while the Kursk offensive was active.

He insisted that any potential discussions should be based on terms from an earlier, unfinalized agreement reached in Istanbul in 2022.

The specifics of this agreement have not been disclosed, but Putin’s comments suggest a readiness to revisit past discussions if they align with Russian interests.

“We have always been open to negotiations,” Putin said, “but not based on unrealistic demands. Talks should be founded on the documents agreed upon and initiated in Istanbul.”

According to Putin, the primary reason the Istanbul agreement did not materialize was due to interference from external forces, particularly elites in the United States and certain European countries.

These forces, he claimed, aimed to secure a strategic defeat for Russia, complicating the peace process.

Response and Future Implications

There was no immediate response from Ukraine to Putin’s statements. The Ukrainian government has previously expressed frustration over the slow progress of negotiations and has maintained that the primary focus remains on repelling Russian advances and reclaiming occupied territories.

The continued conflict in Donbas and the ongoing exchanges in Kursk underscore the persistent volatility of the region.

As Russian and Ukrainian forces engage in this high-stakes battle, the international community watches closely, with ongoing debates about the roles of external powers and the prospects for diplomatic resolution.
