Following the consultation process, France’s Transport Regulatory Authority (ART) will examine the proposal during the autumn. The independent regulator has the authority to approve the project in full, request modifications or reject specific elements if they fail to meet regulatory requirements.

Groupe ADP hopes the Economic Regulation Contract will receive final approval and become legally binding by the end of November. If the remaining regulatory stages proceed according to schedule, construction work is expected to commence in 2027.
