Europeans Urged to Keep Emergency Cash as ECB Warns of Crisis Risks

The European Central Bank recommends citizens store €70–100 in cash to cover essential needs during crises, citing lessons from financial, health, and security emergencies

The European Central Bank (ECB) has recommended that households across Europe keep a modest amount of cash at home, advising citizens to hold between €70 and €100 per person to cover basic expenses for at least 72 hours in the event of a crisis.

The suggestion comes as part of the ECB’s latest study, “Keep Calm and Carry Cash,” which examined the role of physical currency during four major crises: the 2008 financial meltdown, the 2014–15 Greek sovereign debt crisis, the COVID-19 pandemic, and Russia’s full-scale invasion of Ukraine in 2022.

Each event saw sharp spikes in public demand for cash, underscoring its role as a fallback in emergencies.

While Europe has rapidly embraced digital payment methods, the ECB warned that no system is infallible. Major power outages, cyberattacks, or public health emergencies could leave electronic payments inaccessible. “Cash provides a low-cost safeguard against major systemic instability,” the report states.

Authorities in several EU countries have already advised citizens to prepare. The Netherlands, Austria, and Finland recommend keeping small cash reserves at home, while Finland is also developing ATMs designed to withstand disruptions and cyber threats.

The ECB emphasized that cash is not only crucial for personal security but also for maintaining systemic resilience. By holding small amounts of physical money, households can help ease sudden demand surges on banks and prevent broader economic strain during unexpected events.

The advice forms part of a wider EU effort to strengthen crisis preparedness. Earlier this year, the European Commission urged citizens to stockpile food, water, and medicine sufficient for 72 hours, reflecting growing concerns over geopolitical instability and the potential for large-scale disruptions.

The strategy draws inspiration from Scandinavian countries, where governments have actively encouraged households to prepare for emergencies, including possible conflict scenarios linked to the ongoing war in Ukraine. Finland, Sweden, and Denmark have all rolled out public campaigns on household readiness.

In France, the government recommends assembling a “72-hour emergency kit” with essentials such as six litres of water per person, non-perishable foods, pet supplies, and photocopies of IDs stored in waterproof containers.

The ECB’s cash preparedness advice aligns with this broader survival kit approach. By combining food, water, medicine, and cash reserves, European households can significantly boost their resilience against a wide range of crises.

As the bank warned, “no system is infallible.” For millions of Europeans accustomed to seamless digital transactions, the reminder serves as a call to prepare for the unexpected.
