UK Faces ‘Smouldering’ Terror Threat with Rising Online Radicalisation Among Youths, Warns Senior Officer

The United Kingdom is grappling with a “smouldering” terror threat, as children as young as 10 are accessing extreme online material, according to Deputy Assistant Commissioner Vicki Evans, a senior national coordinator for Counter Terrorism Policing.

Speaking at Scotland Yard, DAC Evans revealed alarming trends in youth radicalisation and the escalating threat posed by self-initiated terrorists influenced by harmful digital content.

Since 2017, police and security services have disrupted 43 late-stage terror plots, three of which occurred in the past year.

These include two Islamist-inspired plans and one extreme right-wing scheme, all intercepted in what Evans described as “goal line saves.” The UK’s official terrorism threat level remains substantial, indicating an attempted attack is likely.

Evans highlighted the role of Counter Terrorism Policing, a national network dedicated to preventing and investigating terrorism, in addressing this evolving challenge.

She emphasized the disturbing nature of search histories reviewed by authorities, which reveal “horrific material” that is “readily and easily accessible online.”

This material includes violent, misogynistic, and racist content, extreme pornography, and references to school massacres and “incel” culture. According to Evans, this “pick and mix of horror” is often intertwined with terrorist propaganda, fueling a growing threat from individuals radicalized in isolation.

“These grotesque fascinations with violence and harmful views are becoming increasingly common,” she told reporters. Evans underscored the responsibility of technology companies to collaborate with law enforcement in curbing access to such material.

A ‘Whole-System Approach’ Required

Evans called for a “whole-system approach” to tackle the issue, warning of “deep, dark hot spots” where unchecked activities and groups could heighten the threat. She reiterated the importance of sustained focus on these areas to prevent acts of violence.

Counter Terrorism Policing’s caseload remains predominantly driven by Islamist extremism, although there is a marked rise in extreme right-wing ideologies. Evans also expressed concern over global instability, particularly the potential fall of President Bashar al-Assad’s regime in Syria.

“History tells us that instability creates a space for extremism, violence, and acts of terror,” she said, noting that groups like the Islamic State exploit such chaos. She cautioned against any support for Hayat Tahrir al-Sham (HTS), a banned organization in the UK, which emerged from the conflict in Syria.

The Threat to Public Safety

Evans’ comments come amid growing concerns over the influence of online radicalization on young individuals. The increasing exposure of children to violent and extremist content online has created a “conveyor belt of young people” who could potentially carry out “horrific acts.”

With the UK’s counter-terror efforts intensifying, the focus remains on thwarting radicalization at its source and addressing the root causes of extremist ideologies. “Technology companies and society as a whole must step up to counter this menace,” Evans emphasized, urging collective action to maintain public safety.

As the landscape of terrorism evolves, authorities remain vigilant, striving to preempt potential threats and protect communities from harm.
