Albania Appoints AI Minister Diella to Lead Anti-Corruption Efforts

Albania has taken a bold step into the future of governance by appointing the world’s first artificial intelligence-generated government minister. The digital assistant, named Diella – meaning “Sun” in Albanian – has officially joined Prime Minister Edi Rama’s cabinet as a “virtual minister.”

Diella, who is represented visually as a woman dressed in traditional Albanian clothing, has been active since January, helping citizens navigate online government services. On Thursday, Rama confirmed her expanded role as a cabinet member entrusted with overseeing one of the country’s most sensitive areas: public tenders.

“Diella is the first [government] member who is not physically present, but virtually created by artificial intelligence,” Rama said in his announcement. “From now on, every public fund submitted to the tender procedure will be perfectly transparent. Diella guarantees 100 percent corruption-free processes.”

A Fight Against Corruption

Albania has long struggled with accusations of corruption in its public sector, often cited by international watchdogs as a key barrier to its European Union accession hopes. By assigning AI to manage public tenders – a sector often marred by favoritism and opaque practices – the government aims to restore public trust.

Officials say Diella will review and approve tender decisions, with full digital transparency in place. Every detail of the bidding process, from submission to selection, will be recorded and accessible, making it nearly impossible for human manipulation or favoritism.

A Global First in Governance

With this move, Albania becomes the first nation in the world to appoint an AI-generated “minister” at the government level. Experts say this decision is both symbolic and practical: it signals Albania’s ambition to modernize governance while also testing AI in areas of accountability.

Supporters argue that AI systems are less prone to political influence and corruption compared to human officials. However, critics caution that technology is not infallible, and questions remain about how Diella’s decisions will be audited and whether accountability ultimately lies with algorithms or elected leaders.
