A massive blackout that plunged 60 million people into darkness across the Iberian Peninsula in April has been identified as Europe’s most significant power system event in more than 20 years. Experts confirmed the failure was caused by cascading overvoltage— a rapid series of power spikes that spread uncontrollably across the grid.
The blackout, which struck on April 28, disrupted vital services in both Spain and Portugal. Metro networks ground to a halt, traffic lights failed, air traffic control faced interruptions, and even mobile and emergency systems were affected. Financial services, including ATMs, were left inoperative, while brief outages were also reported in the French Basque Country.
“This has never happened before in Europe; it’s new territory, the first of its kind,” said Damian Cortinas, chairman of the European Network of Transmission System Operators for Electricity (ENTSO-E). He stressed that the incident highlights deep flaws in the way Europe’s grid absorbs sudden losses and restarts after a shock.
The technical investigation, led by Klaus Kaschnitz and Richard Balog, was mandated under EU law to examine the causes of the event. Their findings point to the grid’s inability to automatically regulate and reboot voltage controls after cascading failures.
“It’s important for every power generation to have voltage control,” explained Cortinas. “It can be done as with classical generation — it’s not complicated — but it needs to be required by regulation.”
The investigation faced hurdles, particularly resistance from eight Spanish generation companies that refused to share data. Despite this, the team confirmed that the blackout revealed systemic vulnerabilities that demand urgent policy changes.
“The main question now is how to improve the system to avoid similar incidents,” said Kaschnitz.
Energy experts argue that the crisis is not only about immediate technical fixes but also about long-term resilience. Rana Adib, executive director of the Renewable Energy Policy Network for the 21st Century (REN21), said the blackout was a wake-up call.
“As renewable energy grows, system resilience must grow with it,” Adib stressed. “This means planning holistically: for supply, infrastructure, flexibility and demand — and ensuring strong collaboration from the start.”
The European Commission is now preparing legislation to overhaul and strengthen the bloc’s electricity network, with proposals expected on November 25. The new framework is anticipated to focus on resilience, grid modernization, and enforcing standards for automatic voltage control across member states.
For millions affected in April, the blackout was a stark reminder of how dependent modern societies are on uninterrupted power. For policymakers, it was a warning that Europe’s clean energy future depends not only on renewable generation but also on building grids resilient enough to withstand the unexpected.
